A character could easily have been written to express that without using First Doctor.

As for the second point, it's Lexx series four (Set on Earth) and maybe even Galactica 80 for lack of budget and vision. No matter how they crow on about super duper camera lenses.
Ironically, I did want another series long arc, but had hoped it was more universal.
And I've heard both this series and the next are being shot back to back. So it looks like three years again.
If of course it's accepted and around by then.

But if it was a new character it wouldn't be symbolic of the old order and draw crowds in, not that I think it was a commentary on that.
Besides, the last couple of episodes tied into the Tenth Planet before Whitaker was announced and Moffat said he wanted to bring back the first Doctor for the 50th but couldn't.
You could say it's symbolic because symbolism is about interpretation but it isn't the author passing commentary. Moffat is capable of having terrible ideas independent of fandom's reaction. Fuck me, he has made a career out of it.

You guys want a good laugh? Someone on the Doctor Who subreddit made a thread asking why they retconned the 1st Doctor into acting like a sexist pig for the Christmas special. People on there are actually trying to defend this blatant revisionist history and lack of respect towards the show's history and original leading actor with a bunch of incredibly lame excuses.

15% Rusty, of all things. (Moffat, why are you so proud of a character you ripped off from a 2005 episode?)
5% lazily leaning on the Christmas Truce for completely unearned pathos.
