They did touch consciousnesses at the end of The Pilot too, so either the Doctor finds her deliberately or Heather may even already be aware of Bill's condition because of that.

I'm not optimistic for Chibbers' era but I'm still keen for him to get for him to start from a clean slate. If it flops at least he'll have had a fair go at establishing his vision, and he won't be hamstrung before he starts with nonsense like that.
