It's a very interesting moral/political allegory focussing on everything from the architecture of high-rise buildings to, to the teleological 'Iron cage of bureaucracy' predicted by Max Weber.

Brier's performance is dreadful, and the score and direction don't quite work, but I find it one of the most interesting Whos from the era.

Happiness Patrol would probably have been my favourite had it not been for the absurd Kandy Man, who detracts from everything decent about the story. So much good about it, from the premise of a tyranny of happiness, to the irony and pathos of the final scenes. McCoy is at his best, which probably has a lot to do with Chris Clough's superb direction reigning is his sillier side.
