Prisoners don’t lose all rights or we would execute them without trial for breaking the law. Disallowing prisoners the ability to vote is disproportionate and arbitrary because it only affects prisoners in prison during an election year. There is no evidence that it leads subverting the national interest by allowing them to vote, whereas, there is evidence to suggest that it is an obstacle to rehabilitation.
