I would indeed say history's repeated itself.
The reason Chibnall got given the showrunner job is the same reason Eric Saward became script-editor in the 80's. No-one better was available (recall how long Moffat seemed to be stuck on the show for want of an available replacement), and all the better talents had since moved onto greener pastures. (I'd almost say Saward was the Chibnall of his day, but I suspect actually Johnny Byrne was more it).
And the Feminists/SJWs have been allowed to be as much an awful, toxic, tantrum-throwing, demanding, detrimental influence on its creative direction now as Ian Levine was back then, with the results being just as awful and myopic.
